IRISS Research Grants




Call for Research Grants at CEPS/INSTEAD Differdange (Luxembourg) -

under the IRISS-C/I program funded by the European Commission, DG XII,
TMR "Access to Large Scale Facilities"

Deadline for Submission of Research Proposals : 15 August 1999

Period of Stay at CEPS/INSTEAD: between October 1999 and March 2000
(2 weeks - 3 months per individual or joint research project)


Proposals should deal with comparative socio-economic European research
based on the international micro-databases available at CEPS/INSTEAD:

- the Luxembourg Income Study (LIS),
- the Luxembourg Employment Study (LES),
- the Household Panel Comparability Project and Database (PACO), and
- the European Community Household Panel Study (ECHP user database).


IRISS-C/I Research Programme and Research fields/issues:

IRISS-C/I promotes problem-oriented socio-economic analyses based on
international micro-data. It aims at bringing together individual
researchers from different countries and disciplines in an informed
socio-economic research environment. Preference will be given to
projects focusing on dynamic analyses based on longitudinal data, and
contributing to the advancement of comparability.

IRISS-C/I offers opportunities to work in the following fields: -
panel/survey methodology, - income dynamics, - persistent and new
poverty, - education and training, continued education, - labour
markets, unemployment, segmentation of labour markets, new forms of
work, - child well-being/poverty, child care, - impact of aging
populations, intergenerational relations, - effects of family policies,
social protection and redistributive policies, - family structures and
change, - family and household budgets, - geographical and social
mobility, - gender, ethnic and social inequality, - regional development
and structural change.


Who may apply?

Researchers who are nationals of an EU member state or an associated
state (currently Iceland, Israel, Liechtenstein, Norway) and conducting
research in a research team working inside the member states of the EU
or associated states. Researchers from other countries may also
participate in the activities, being understood that they will have to
be funded by other sources (US Researchers may receive funding for
participation in IRISS at a later period. Interested researchers may

researchers/research teams doing non proprietary research (who are
entitled to publish the results of their work in the open literature)
may apply. Level of research: preferably doctoral candidates or beyond
(no limitation concerning applicant's age).


What do the research grants offer to Candidates?

Technical and scientific assistance; free access to databases available
at CEPS/INSTEAD (LIS, LES, PACO, ECHP, and - at a national and regional
level - the Luxembourg Household and Firm Panel, as well as the
inter-regional institutional database EURES on transborder labour market
regulations); use of individual PCs with Internet access / personal
e-mail; training on the use of the Centre's databases, if necessary;
exchange with experienced CEPS/INSTEAD researchers and research partners
working on similar themes and projects; free use of the IRISS-C/I
facility with administrative support (secretarial assistance,
photocopying, communication); reimbursement of travel from and to home
country; daily allowances and overnight stay in the Centre's

CEPS/INSTEAD international databases:

- the Luxembourg Income Study (LIS), since 1983 : LIS is an
international comparative database on income distribution which
presently contains 80 micro-datasets from 25 countries covering the
period 1968 to 1996; users are offered extensive documentation,
technical as well as institutional; datasets of the following countries
are currently included in LIS: Australia, Austria, Belgium, Canada,
Czech Rep., Denmark, Finland, France, Germany, Hungary, Ireland, Israel,
Italy, Luxembourg, Netherlands, Norway, Poland, Russia, Slovakia, Spain,
Sweden, Switzerland, Taiwan, UK, USA;

- the Luxembourg Employment Study (LES), since 1993 : LES is an
international comparative database integrating microdata from a set of
labour force surveys from the early 1990's; LES currently includes
datasets from 14 countries, with about 90 variables; countries included
in LES are: Austria, Czech Rep., Finland, France, Hungary, Luxembourg,
Norway, Poland, Slovakia, Slovenia, Spain, Sweden, UK, USA;

- the Panel Comparability (PACO) project : PACO Data Archive and PACO
Database, since 1990 :
PACO is an international Data Archive and Database integrating national
longitudinal household panels from East and West. The PACO Data Archive
presently includes 70 original panel datasets from 17 countries, with
original (not standardised) variables transformed into a common format
(SPSS system files for Windows on PC); the PACO Database contains
scientific use files and currently includes 40 datasets with fully
comparable standardised variables from household panels of the following
7 countries: France, Germany, Hungary, Luxembourg, Poland, United
Kingdom, USA. The PACO network is in continuous development and
CEPS/INSTEAD is currently integrating panel data of additional countries
(Belgium, Russia, Sweden,...). Information in the PACO files is
available: (a) for households and individuals on the micro-level, (b)
for single years, (c) as longitudinal information. Currently, PACO is
negociating (on a multiple bi-lateral basis) the integration of the
first waves of the European Community Household Panel into the database.

- the European Community Household Panel (ECHP) User Database :
CEPS/INSTEAD has negociated access to the ECHP User database for IRISS
visitors at the Center. Currently the first two waves (data from
1994-1995) are available for all the participating EU countries; the
third wave will be available by the end of the year. IRISS candidates
who plan their stay during late 1999 or early 2000 may therefore work
already on the 3rd ECHP wave.

To find out which database(s) may be most appropriate for a specific
thematic analysis, potential candidates should look for information on
the web about countries/variables included in LIS, LES, PACO and the
ECHP (http://www.ceps.lu) - and/or contact Vincent Hildebrand at IRISS

Review and Selection Procedures

Each proposal is reviewed by four members of the Selection Panel
(composition see below). Evaluation criteria: scientific and technical
quality of the project (scientific/technical interest, originality,
methodological approach, feasibility, cohesion/structure/clarity),
comparative and/or longitudinal approach, appropriateness to study the
project at CEPS/INSTEAD, projected publication or other product, added
value for European socio-economic research. Applicants are informed
about the result of the evaluation within 6 weeks after the deadline.

Reports

At the end of their visit, IRISS-C/I users are asked to provide a report
on the work they have done at the Centre. Papers to be published as a
result of the visit should acknowledge that the work was supported by
the EU - Training and Mobility of Researchers Programme. A copy of each
paper should be sent to IRISS-C/I for inclusion in the Centre's working
papers series.
